In Dubai, Instagram and Facebook ads regularly produce leads at AED 60 to AED 180 each for clinics, salons, and service businesses, when the creative is right and the follow-up is fast. TikTok and Snapchat are growing fast for retail and younger audiences. This guide explains how paid social advertising actually works in the UAE, what it costs, which platform suits which type of business, and what you need to get real results from it.

This is about paid advertising only. Running an Instagram page and posting content is a separate thing. Paid social means you give money to a platform, Instagram, Facebook, TikTok, or Snapchat, and they show your ad to people you choose, whether they follow you or not.

What paid social actually is

When you scroll Instagram and see a post that says "Sponsored" in small text below the account name, that is a paid social ad. The business paid to put it in front of you, based on criteria they set: your location, your age, your interests, your browsing history, and sometimes whether you have visited their website before.

The business sets a daily budget, designs a creative (the image or video), writes the copy (the text), and tells the platform who to show it to. The platform runs the ad until the budget runs out and shows you results: how many people saw it, how many clicked, how many filled in a form.

That is the whole system. Everything else is details.

Why Dubai is a strong market for paid social

The UAE has one of the highest smartphone penetration rates in the world, above 97 percent. Instagram usage is very high, especially among the 25 to 44 age group that makes most purchase decisions. Facebook still has a strong base for Arabic-speaking audiences and the 35-plus demographic. WhatsApp has near-total penetration, over 90 percent of the population uses it, which matters because it is where leads get converted into customers.

People in Dubai spend 2 to 3 hours a day on social apps. That is a lot of time for a relevant ad to appear in front of the right person.

The expatriate population means you can run targeting in English, Arabic, Hindi, Tagalog, and several other languages within one city. A dental clinic in Jumeirah can run separate ad sets for Emirati families, South Asian professionals, and Western expats, with different visuals and different copy for each.

Which platforms matter and for what

The table below gives a plain comparison for a Dubai business deciding where to start.

Platform Strongest audience in UAE Best for Typical CPM (cost per 1,000 views) Lead form option
Instagram 25-45, all nationalities, high income Services, clinics, real estate, beauty, fitness, B2B AED 15 to AED 35 Yes
Facebook 30-55, Arabic-speaking, older expats Services, real estate, education, community-driven offers AED 10 to AED 25 Yes
TikTok Under 35, all nationalities, heavy in retail Fashion, food, beauty, gyms, consumer products AED 8 to AED 20 Yes
Snapchat Emiratis and Gulf nationals, 18-34 Retail, FMCG, entertainment, apps AED 10 to AED 28 Yes

CPM is the cost per thousand people who see your ad. A lower CPM is not automatically better. If a cheap audience does not take any action, it is wasted money.

For most service businesses, clinics, consultancies, schools, real estate, and B2B companies, Instagram and Facebook together give the broadest and most reliable starting point. TikTok is worth testing once a business has its creative process working. Snapchat is worth testing for anything targeting Gulf nationals specifically.

At Markamo, we start almost every new client on Meta (Instagram and Facebook together) because the targeting is the most mature and the lead form system connects directly to WhatsApp with almost no friction.

How targeting works

When you set up an ad on Meta (the company that owns both Facebook and Instagram), you tell the system who to show it to.

You can target by:

  • Location: by city, neighbourhood, or even a radius around a specific address. A physiotherapy clinic in Business Bay can target only people within 5 kilometres.
  • Age and gender: if your service is clearly skewed one way, you set this and do not pay to show ads to people who would never buy.
  • Detailed interests and behaviours: Meta collects a huge amount of data about what people do, what they like, what apps they use, and how they behave online. You can reach people who have engaged with competitor pages, people who travel frequently, people who have recently moved to Dubai, and hundreds of other categories.
  • Custom audiences: you upload your own customer list or website visitor list, and the platform matches those people and shows your ad to them. This is what powers retargeting.
  • Lookalike audiences: you give Meta a list of your best customers and it finds other people in Dubai who have similar behaviour patterns. This is often the most efficient targeting option once you have enough customer data.

The targeting is not perfect, and Meta does not share exactly how it decides who sees what. But the volume of data it has is large enough that well-built targeting consistently outperforms a guess.

How leads actually come through

There are two main ways a paid social ad turns into a lead.

Lead forms: the person sees your ad, taps a button, and a small form opens inside the Instagram or Facebook app. Their name and phone number are pre-filled from their profile. They tap Submit. You get the lead instantly, usually within seconds, and your team sends a WhatsApp message. This path has very low friction because the person never leaves the app.

Landing pages: the person taps the ad and arrives at your website. They read more, then fill in a contact form or tap a WhatsApp button. This path requires a faster, better-designed page, but the people who complete it have often shown more intent because they went to the effort of visiting a separate page.

In Dubai, WhatsApp follow-up speed matters a lot. Research across UAE campaigns consistently shows that reaching a new lead within 30 minutes increases conversion to a meeting or booking by 20 to 40 percent. An hour or two later and the person has moved on. This is not unique to social ads, but because paid social leads are often in an earlier stage of consideration than search leads, the speed matters even more.

At Markamo, every campaign we run has a lead notification wired to WhatsApp, so the lead arrives at your phone in seconds and you or your team can respond immediately.

What good creative looks like

Creative means the image or video in your ad. On paid social, the creative does most of the work. Someone on Instagram is not looking for you. They are looking at their friend's holiday photos. Your ad has about half a second to stop them from scrolling past.

What works in Dubai:

  • Video outperforms static for most categories. A 15 to 30 second video that starts with a clear, relevant visual gets 2 to 3 times more engagement than a flat image in most tests we have run.
  • The first frame decides everything. If the first second of a video or the main visual of an image does not immediately communicate what the business does or why it matters, the rest of the ad goes unseen.
  • Simple copy wins. Dubai has a very mixed population. Many people are reading in English as a second or third language. Short sentences, clear numbers, and a direct offer outperform clever copy every time.
  • Showing the result beats describing the service. A dental practice that shows a before and after. A gym that shows a member four months in. A cleaning company that shows the finished apartment. These visuals convert better than a description of what the service includes.
  • Offers with a clear number work well. "First consultation 50% off" or "Book this week for AED 299" gives the person a reason to tap now rather than scrolling past and forgetting.

The creative is the biggest variable in paid social. Two campaigns with identical targeting and budget can produce completely different results based on the ad alone. This is different from Google Ads, where the keyword match and the landing page do more of the work.

What things cost and how to read the numbers

Here are the main numbers you will encounter when running paid social in Dubai.

CPM (cost per thousand impressions): what you pay for one thousand people to see your ad. Meta in Dubai typically runs AED 12 to AED 35, depending on audience size and competition. A tighter custom audience is more expensive per thousand views but usually more profitable.

CPC (cost per click): what you pay each time someone taps your ad. Expect AED 1 to AED 5 for most categories on Meta. High-competition categories like real estate or medical can run AED 5 to AED 12 per click.

CPL (cost per lead): total spend divided by number of leads. This is usually the number worth optimising. Dental and medical campaigns typically produce leads at AED 60 to AED 180 on Meta. Real estate can range from AED 200 to AED 600. Service businesses like maintenance, cleaning, and fitness usually fall between AED 40 and AED 120 when the offer and creative are solid.

ROAS (return on ad spend): if you spend AED 1,000 and it generates AED 5,000 in revenue, your ROAS is 5. For e-commerce this is the key metric. For service and B2B businesses that sell via consultation, CPL and cost per booked customer matter more.

One number that rarely gets discussed but matters most: cost per acquired customer. A lead that costs AED 80 but only one in ten books is a AED 800 customer acquisition cost. A lead that costs AED 150 but one in three books is a AED 450 cost. The lead cost alone tells you less than you think.

How paid social differs from Google Ads

It is worth understanding this clearly because it changes how you approach both channels.

When someone searches "physiotherapy clinic JLT" on Google, they have already decided they want physiotherapy. They are looking for options. Your Google ad appears because they asked a question and you have an answer. The intent is already there.

When someone sees your physiotherapy clinic ad on Instagram, they were not thinking about physiotherapy at all. They were looking at photos of someone's lunch. Your ad creates the idea. It plants something. The person might tap, might look, might not act today. But three days later when their back starts hurting again, they remember they saw something.

This means:

  • On Google Ads, your landing page and your offer do most of the work. The creative matters less.
  • On paid social, your creative does most of the work. A weak image or a dull video will kill an otherwise good campaign.
  • Paid social produces more leads at the top of the funnel. Google produces fewer but more ready-to-buy leads.
  • Retargeting on Meta bridges this gap. Showing follow-up ads to people who have already visited your Google landing page but did not book is one of the most effective uses of paid social budget.

Many Dubai businesses run both channels as one system. Google captures people who are searching right now. Meta keeps your brand visible to people who are not searching yet and re-engages people who have already shown interest. The combined cost per customer is usually lower than either channel alone.

Tracking: Pixel and CAPI

A Pixel is a small piece of code that Meta gives you to put on your website. It watches what people do after clicking your ad: did they visit the contact page, did they submit a form, did they buy something. This data feeds back to Meta and tells the system which ad clicks are turning into real outcomes. Without the Pixel, Meta is running blind.

CAPI stands for Conversions API. It is a more reliable version of the same thing. It sends conversion data from your server directly to Meta, rather than relying on the browser, which can block or lose data. In 2026, with more privacy restrictions in browsers, CAPI is now considered necessary for any serious campaign. Without it, you can lose 20 to 40 percent of conversion signals, which means Meta optimises on incomplete data and your results suffer.

At Markamo, every campaign we launch has Pixel and CAPI configured from the start. We also check that Google Analytics or a separate tracking layer is confirming the same events, so there is no ambiguity about which leads came from which ad.

What a realistic campaign structure looks like

A basic Meta campaign for a Dubai service business typically runs three layers.

Prospecting: ads shown to new people who fit your target profile but have never seen you before. This is the broadest layer. The goal is to introduce the business, surface the offer, and get people interested enough to click or fill in a form.

Retargeting warm audiences: ads shown to people who have visited your website in the last 30 to 90 days but did not convert. These people know who you are. The ad can be more direct and can reference the specific page they visited. This layer usually has the lowest cost per lead.

Retargeting engaged audiences: ads shown to people who have watched your videos, saved your posts, or engaged with your Instagram page. They have shown soft interest. A well-placed offer can move them to an enquiry.

The campaign does not need to be complex to work. I have seen businesses run a single well-designed prospecting ad set with one retargeting audience and produce consistent leads for months. The complexity comes later when you are testing new offers and new audiences.

How Markamo runs paid social campaigns

We manage Meta ad campaigns (Instagram and Facebook) for Dubai businesses. The management fee is flat from AED 2,950 per month. It does not go up as your ad spend goes up. Your ad budget goes directly to Meta under your own ad account, which we set up in your name from day one.

That last point matters. Your Business Manager, your Pixel data, your audience lists, and your full campaign history are yours. If you leave, you take everything. No lock-in, no contract, no minimum commitment beyond the month you are paying for.

We handle the setup, creative brief, campaign structure, Pixel and CAPI configuration, lead routing to your WhatsApp, and weekly reporting. You get clear numbers: leads, cost per lead, and what changed week over week.

We also build the landing pages when needed, since the page that receives the click is as important as the ad that generates it.

If you want to see how a straightforward Meta campaign could work for your business in Dubai, the details are on our services page and pricing page. You can also go directly to our social media advertising service for specifics. Or just get in touch on the homepage and we can talk through what makes sense for your situation.

Paid social in Dubai works well when the creative is honest, the offer is clear, the follow-up is fast, and the tracking is clean. Those four things matter more than any platform choice or budget size.
