Facebook ads in Dubai bring junk leads when the campaign asks Meta for the cheapest possible lead: Meta then finds the people who fill forms most easily, and they are often not buyers. In one Dubai property account we took over, 92% of the spend went to Facebook placements at an AED 4 CPM, two thirds of the impressions reached people aged 18 to 34, and the lead forms filled up with numbers that did not answer. The fix was a different objective, different placements and WhatsApp in place of forms.

Below is what we measured, the warning signs you can check in your own account in ten minutes, and six fixes in the order we apply them.

Key findings

  • Cheap impressions brought the worst leads. An AED 5.81 CPM campaign cost AED 149.90 per conversation. The best campaign in the same account cost AED 21.42 at an AED 68.94 CPM.
  • Facebook placements took 92% of the spend in the junk campaigns, at an AED 4.07 CPM. Instagram cost AED 17.06 CPM and brought leads at AED 24 to 33.
  • Two thirds of impressions went to people aged 18 to 34, who rarely buy Dubai property. The 45+ band got under 10% of impressions.
  • WhatsApp chats held up. In a studio account, 53% of chats went five or more messages deep.
  • A lookalike changed nothing: AED 56 per chat against AED 57 for a broad audience.

What counts as a junk lead?

A junk lead is any lead that cannot become a customer. In Dubai the common types are:

  • Wrong numbers and fake details, typed into an instant form.
  • People with no budget, who tapped because the ad looked like a giveaway.
  • Job seekers and agents, who reply to property and service ads looking for work or listings.
  • Accidental taps, from fast scrolling on Facebook feeds and the Audience Network.

All four come from the same root: the campaign rewarded volume, and Meta delivered volume.

Why does Meta send you the wrong people?

Meta's delivery system does exactly what the campaign objective asks. Tell it "get leads at the lowest cost" and it looks for the people most likely to submit a form for the least money. In the UAE that is often the cheapest inventory on the platform.

Here is the property account we took over, across its four lead form campaigns in June 2026:

Placement Spend (AED) Share of spend CPM (AED) Cost per lead (AED)
Facebook 1,955 92% 4.07 83 to 147
Instagram 167 8% 17.06 24 to 33

The leads looked affordable on paper. Very few of them were people who could buy off-plan property in Dubai. The best age band, 35 to 44, got fewer impressions than the two younger bands and still produced the most leads.

Is a cheap CPM a good sign?

In lead generation, a very cheap CPM is a warning. These are all seven messaging campaigns in the same property account, ordered by cost per conversation:

CPM (AED) Click-through rate Cost per WhatsApp conversation (AED)
68.94 2.30% 21.42
64.30 1.69% 33.33
74.30 1.20% 68.21
59.23 0.57% 76.67
83.83 0.60% 105.00
56.63 1.49% 137.22
5.81 0.52% 149.90

Five of these seven campaigns brought only 2 or 3 conversations each, so read the pattern across the rows and give less weight to any single one.

Two patterns stand out. The cheapest CPM gave the most expensive conversations. Among normal CPMs, the click-through rate decided the result: both winners passed 1.6%, and every campaign at 1.49% or below cost AED 68 or more per conversation. For Dubai property we now treat a CPM under about AED 20 as a sign that delivery has slipped to the wrong audience.

A lead is only as good as the first real conversation it starts.

Should I use Facebook lead forms or WhatsApp ads in Dubai?

Instant forms are the easiest lead to give, which makes them the easiest lead to fake. A click-to-WhatsApp ad asks the person to write to you, from their own number, in their own words.

What we measured (one Dubai pilates studio) Result
Cheap offer, instant form AED 7 per lead
Campaign optimised for form leads AED 152 per lead
WhatsApp chats, median across campaigns AED 16 per chat
WhatsApp chats that went 5+ messages deep 53%

The full numbers by industry are in our Meta ads cost per lead study. For property, a Dubai brokerage running WhatsApp campaigns with us got 187 WhatsApp conversations in six weeks at AED 49 each.

How do I check my Facebook ads for junk leads?

Open Ads Manager, pick the last 30 days, and break down your lead campaigns by these four things:

  1. Placement. If most of the spend sits on Facebook feeds, Audience Network or in-stream, and most leads came from there, quality is likely low.
  2. CPM. Compare it with your industry. A property or clinic campaign far below AED 20 is buying cheap attention.
  3. Age. Compare who saw the ad with who buys from you.
  4. Objective. "Leads" with an instant form and no qualifying question is the most common source of junk we see.

How do I fix junk leads from Facebook ads?

These are the six fixes we apply, in this order.

  1. Change the destination to WhatsApp. Click-to-WhatsApp ads remove fake numbers at the source and let you qualify in the first reply. See how we set it up on our WhatsApp marketing page.
  2. Choose placements by audience. For Dubai property we moved spend to Instagram feed, stories and reels, where the CPM was higher and the leads were real.
  3. If you keep forms, raise the bar. Switch the form type to higher intent, add a review step, and ask one or two questions only a real buyer can answer, such as budget and timing.
  4. Skip the cost cap. A cap tells Meta to find cheaper results. In our accounts, the cheaper results were the junk.
  5. Feed back what a good lead is. Mark qualified leads and sales in your CRM and send them back to Meta, so delivery learns from buyers. Without that signal, Meta learns from form fills.
  6. Change the creative before the audience. In the property account, a plain post in the buyers' own language beat the polished lead campaign by six to ten times on click-through rate. The creative chooses who stops scrolling.

How long does it take to fix junk leads?

Expect fewer leads and a higher cost per lead in week one. That is the point. Judge the change on cost per qualified lead after two to four weeks, once Meta has relearned delivery. Meta's own guidance is that an ad set needs about 50 optimisation events in a week to leave the learning phase, so split budgets less while it learns.
